3.2 Recommendations on Adoption of the Integrated Ecosystem-Based Management Plan on Sub-regional Level

Based on an analysis of the implemented Norwegian ecosystem management plan for the Barents Sea and Lofoten area, the following recommendations have been made for implementation on the territory of the RCS:

Firstly, the implementation of the management plan on Russia’s part of the Barents Sea is recommended. Additionally, the plan should be implemented across all special areas of the RCS Arctic, taking into account the specificities of each particular zone.

The framework of the management plan can be addressed under the existing legislation. However, it is suggested that a new federal law be enacted which would specifically address environmental issues in the Arctic region arising from O&G activities.

Establishment of the governmental body, which would have a mandate to develop and implement strategies under the management plan in the designated area. It will also organise assessments and monitor activities under the plan.

In order to ensure the effective functioning of the management plan, the strategic impact assessment procedure should be adopted on the territory of the Arctic RCS. This will allow the performance of effective monitoring.
